Work Programme

The Work Programme carried out by the Contracting Parties within the framework of this Agreement may consist of research, development, demonstration, analysis and information exchange related to ocean energy systems.

Work is conducted on diverse research topics that are specified in “Annexes” to the Implementing Agreement.

Whenever two or more Contracting Parties agree to create a new Annex, they submit to the Executive Committee for adoption a draft Annex containing a description of the scope of work and conditions of the Task proposed to be performed.

Each Annex is managed by an Operating Agent (usually the member that takes the initiative to propose and undertake a plan of activities).

The Executive Committee agreed to establish a common fund to share the costs of its responsibilities and administrative activities. In addition, Participants wishing to share the costs of a particular Task may agree in the appropriate Annex to establish a separate common fund.

To date, OES has succeeded in establishing five Annexes:

Development of Recommended Practices for Testing and Evaluating Ocean Energy Systems

Annex III – Grid Integration 
Integration of Ocean Energy Plants into Distribution and Transmission Electrical Grids

Annex IV – Environmental Issues 
Assessment of Environmental Effects and Monitoring Efforts for Ocean Wave, Tidal, and Current Energy Systems

Exchange and Assessment of Ocean Energy Device Project Information and Experience

How are the OES research work financed?

The research may be carried out on a cost-shared basis, task-shared basis, or a combination of both, as long as the signatories agree.  In general the costs of central administration are covered with a common fund, while the research projects are task-shared.
