IEA-OES and OTEA Join Forces to Advance Ocean Thermal Energy

IEA-OES and the Ocean Thermal Energy Association (OTEA) have signed a Memorandum of Understanding (MoU) during ICOE 2026 in The Hague, strengthening international cooperation to accelerate the development and deployment of ocean thermal technologies worldwide.
The International Energy Agency’s Ocean Energy Systems Technology Collaboration Programme (IEA-OES) and the Ocean Thermal Energy Association (OTEA) have signed a Memorandum of Understanding (MoU) to strengthen international cooperation and support the development and deployment of ocean thermal technologies worldwide.
The agreement was signed on 7 October, alongside the International Conference on Ocean Energy (ICOE 2026) in The Hague, marking an important step towards closer collaboration between the two organisations.
The MoU establishes a framework for cooperation focused on promoting knowledge exchange, raising awareness of ocean thermal energy opportunities, and supporting initiatives that contribute to the advancement of sustainable ocean energy solutions. By connecting expertise and stakeholders across research, industry and policy, the partnership aims to accelerate the development and deployment of ocean thermal technologies.
Ocean thermal technologies, including Ocean Thermal Energy Conversion (OTEC), harness temperature differences between ocean water layers to generate renewable energy. These technologies also offer opportunities for complementary ocean-based applications, contributing to the development of integrated and sustainable energy solutions.
Through this agreement, IEA-OES and OTEA reinforce their shared commitment to advancing ocean energy technologies through international collaboration, innovation and knowledge sharing.
The partnership brings together the international network and expertise of IEA-OES, which promotes cooperation in ocean energy research and development, and OTEA's focus on supporting the global growth of ocean thermal energy.
